Infected umbilical chord?

It looks like baby's umbilical chord got into the baby's diaper now there's a wet yellow white film over it does that mean it's infected?

Nope my daughter had that and it came to the umbilical cord hanging on it’s last little string and the onesie pulled it off and underneath it had like yellow goo. Called the pediatrician they told me to put warm water on a q-tip and gently clean the goo out and use a cotton ball to dry it. They told me don’t use peroxide or alcohol.

I should mention there's no redness or swelling or feverish skin ait seems like it just got wet
