How can I stop all the scam calls?

I receive at least 2 calls per day. I have always ignored them, but the last couple days I have been so over it, so I answer and let them know they need to remove my number from their call list. I can't just block the number because I'm getting calls from multiple different people and some of the people will use different numbers each time they call me.

Story about a call I received a couple days ago:

I answer, it's a recording talking about owing on my credit card and if I wanted to talk to a representative, press 9. I pressed 9 and a man answered the phone. He started rambling his scripted spiel (talking about credit cards and owing a certain percent, blah blah, I wasn't really paying attention). When he finished, I told him he needs to remove my number from his call list. He completely ignored my request and says "do you know that you currently owe X% on your credit card?". I said "did YOU know that I don't even have a credit card?" He says "yes you do. It says right here that you have multiple credit cards." I sitting here thinking, does he really think he can convince me that I have multiple credit cards, and to pay him money on them, when I do not even have 1? These people are ridiculous! So I told him the information he has is incorrect and he needs to remove my number from the call list. He kept arguing with me telling me to stay on the line, and I just kept telling him I don't have time for this, remove my number. I was pretty polite the whole time (even though I just wanted to scream at him), but realized I was getting no where and I finally just hang up.

It makes me sick thinking about all the people who fall for these scams.
