Talking to my parents😬

So there is this guy I’ve been talking to for 2 years off and on and I really like him. I want to spend more time with him. And my mom knows I like him but she keeps blowing me off. How do I tell her and my dad I want to be with him. They are both EXTREMELY protective. Like I can’t charge my phone in my room at night cuz they want to know what I’m doing protective. Plz help. I really like this guy and I’m tired of sneaking around to be with him
