16 month old terrorizing the dogs 😭😫

Help! I have a 16 month old who won’t stop terrorizing my dogs. I keep trying to correct her and I’m getting no where. She chases them and never lets them sit down, swats at them, hits them, tries grabbing them, etc. She obviously is still learning and doesn’t realize she’s being very mean to them. I’m at a loss on how to handle it. She either thinks I’m being hilarious (laughs at me) or mean (screams bloody murder) when I correct her. She is stressing 2 of my 3 dogs out very badly and I feel so terrible. No, I won’t get rid of my dogs. I want to teach my daughter to treat animals with respect, I’m just kind of at a dead end right now and need some suggestions. Thank you!
