Can you have telepathy with someone you don’t know in person? (But you have seen each other in public)

My understanding and experience has been that the more we resonate with someone the easier it is for us to do telepathy with them. That often happens with a romantic interest or a close family member. However It can happen with anyone.
Some of us are more intuitive than others. That is why a connection with someone can seem telepathically one sided. That law of attraction is kind of similar but not the same thing I suspect.

It’s so ironic!! Like, I can be thinking to myself, “I wonder what my friend is doing. I need to call her.” Next thing I know, my phones going off. She’s calling me and the first thing that comes out of her mouth is, “Hey! What are you up to?” I can be thinking to myself, “Hmmmmm... I haven’t heard from my aunt in a while. I need to call her.” And 5-10 minutes later, she calls me!! And she’ll say, “Hey Sherrie, I haven’t heard from you in while. How are things going?” I can be thinking to myself, “Boy... enchilada sound so good right now.” Then my husband will get this crazy idea in his head and he’ll say, “Since we’re out and about, wanna go to, _________?” (The Mexican restaurant.) It’s so crazy!! Like it happens almost every single time!

I don’t necessarily know what this is but I think I get the gist of it, I have an ex. 
He was my first real love and heart break blah blah. I met him when I was 11.  freaking years go by..about 6years where I have no contact with him.  No idea where he is, what he does, who he’s with. Don’t follow him on social media, or his friends. 
And then I just start freaking out over him. No idea why, I didn’t know what was wrong but out of the blue I’m calling his mom because I KNOW something is wrong. 
Then his mom sends me pictures of him laying in a hospital bed and his face is fucked up and he almost lost his eyesight he got beaten so badly it almost killed him.
After I knew he was alive, I was fine again 🤷‍♀️ I still have no idea how I knew. His mom was like “how the hell did you know?” And I’m just “🤷‍♀️ I don’t know either.”
