I am really lost in what to do...

I’m 15 years old and for the past two years my dad has been cheating on my mom, not only cheating on her multiple times but verbally, emotionally, and physically abusing her. My mom is trying to get a divorce/ move out but she has no money because he was very controlling always and never let her work. She saved money on the side but he took it all! Currently we’ve just been staying in her car... away. How do you guys recommend her to get out ASAP. We know he won’t sign the divorce. I’m scared to let her go back. My mom has hard time finding work because she also has a hearing impediment. The apartments around here are also 1,400... because we live in California. What does one do in this situation?
