Feeding

So, baby is 2 weeks. After feeding on both breasts he still acts hungry, rooting, fussing, trying to keep eating, I put him back on and he just seems to get frustrated, like I have no milk to give him, and I just go back and forth to each breast and it doesn’t seem to help. Latch is correct, went to see lc. When I try to manually express, I don’t get a ton out but get a little. My question is, do I just keep going, switching from one breast to another during feedings and let him just be fussy? Anyone else experience this?
