Yes if you guys have not tested for any STDs recently. You can get herpes and other STDs from oral sex. They have flavored condoms for this reason.

If they aren’t tested for STDs then yes, absolutely. Even if they claim to be a virgin, because well, people lie about being that. 
I’m married, so. I, my husband and I don’t use condoms of any kind because I have an IUD and we are STD free (never had any at all and we get tested as part of a routine check up). 
So, if they aren’t tested for STDs, or claim they are clean and don’t have the paperwork, then use a flavored condom or refrain from oral sex unless you’re 100 % sure they are. Condoms can roll down as well, which can expose you to anything they potentially have.
