Is it ever ok for a married man to say to another girl “your boyfriend is lucky to have you”...?

I think it's ok to say that, as long as intentions are pure. For example, I have told male friends "your girlfriend is lucky to have you" and meant it in an innocent friendly way. Just meaning that they are a good influence in their SO's life and I'm happy for them. That phrase doesn't necessarily have to be taken as inappropriate because it isn't always used that way. So it depends on him and his attitude towards the girl, really.

People tell my boyfriend all the time that his girlfriend is a lucky girl. Women who are married, women who are single, and even some guys. I hear it on my end as well, the my boyfriend is a lucky guy. It’s a compliment. As long as there’s been no flirting or any other inappropriate behavior then I don’t see what’s wrong with it

My opinion is that can absolutely be an innocent statement.. If there are no other signs of him having romantic interest in her that is... If anyone I know said that to me i wouldnt feel like they were hitting on me i would feel like they thought I'm a good person.

Yeah. I think it implies a bit of jealousy towards the boyfriend. 
Talk to him about it though. I’ve definitely told my friends of the opposite sex that their girlfriends are lucky to have them when they were feeling down or insecure about the relationship without actually believing what I was saying..just a way to boost their self esteem. But that’s just one scenario lol. If my boyfriend ever said that to another girl I’d be pretty pissed and assume he’s under the “grass is greener” impression
