I would personally be incredibly uncomfortable. I'm not a flirtatious person by nature and find that kind of behavior aggressive and uncomfortable. 
If the waiter was someone we didn't know we would probably try to ignore it. But if we knew the waiter personally and he didn't get the hint I am sure my husband would address him and firmly request that he stop speaking to me.
