Very Congested No Snot Not Getting Better

Its day 10 of this horrible congestion. My poor baby girls breathing sounds terrible. We visited the emergency room last Sunday because I noticed her chest was pulling under her ribs when she breathed. They treated her with a ventolin nebulizer and sent us home saying it was minor and probably a viral infection. I followed up with my family doc on Wednesday who prescribed us a puffer and said the same thing, probably viral. She has no fever, no other symptoms that I can tell. She is eating normally lots of wet diapers. But her breathing sounds so bad. Sometimes she get shiners under eyes, its breaking my heart. We also use saline and a nose aspirator (the good kind you suck with your mouth) and it only provides temporary relief and she never has any snot. Anyone else experience this I just want her to get better already.
