For us, when she asks. I’m hoping she waits to ask until she 7ish as I feel she’d be more likely to be responsible enough to care for them at that age but if she asks sooner she can get them then or if she doesn’t ask that’s fine with me too. 
I want to note as someone who has a severe metal allergy, I got mine done at 6. It was a terrible experience for me. I didn’t know I had this allergy before then and i am so glad my parents didn’t get them done as a baby because who knows what could have happened. Just my two cents. I think everyone should do what is best for their family though. 
Use a professional piercer if you can, they have much better success with getting the hole in the right place as well as less chance for infections.

In my own opinion, when they are old enough to make that decision and care for them. I have also heard that doing it young can do weird things to their ear lobes or something. It’s just a parenting decision and to each their own. 👍

Your the mum so do it whenever you feel ready. Some parents do it very young and others wait till their kid is able to ask...🤷🏼‍♀️

Whenever you want regardless of what people think.  It's your child. And if they don't like it in the future they can just take em out, it's not that "body altering" 😊. 
My girls both got theirs done at a very young age and they love them.
