Second chemical pregnancy?

Found out I was pregnant day before missed period. Doctor did hcg test and level was 15. My levels went up to 25 48 hours later. I started spotting a day after I missed my period. I had heavy spotting (Basically a shorter period) all weekend and had labs drawn again that were 98. I had 2 days of heavy bleeding and three days of spotting. I am taking at home pregnancy tests and they are very dark still. I go back Monday to have labs retested. Do you think this is a miscarriage? I already called doctor and she wants me to wait a week to see what the levels will do.
