How can I get my bf to make plans w me?

I’ve been dating my high school boyfriend for nearly 3 years and he just started driving but since we have busy schedules, I’ll really only see him once or twice a week outside of school. It honestly sucks and he used to make plans with me but I believe since everytime He asks to make plans I always say no because I have something important going on and everytime I ask him it’s always a maybe since he always has unexpected things going on at home. Aside from that, he’s also a very bad texter. We’ll have convos that are very dry but then again I don’t really care about that much since at the end of the day, he’s amazing in person and treats me amazing but it’s hard to really have good convos unless maybe a few times. Any opinion on what I could say or do to work this out? Thanks gals
