Clothes return

This might be a silly question, but can I return a new piece of clothing that shrunk the first time I washed it?

I followed the washing instructions on the label exactly, cold hand wash, no soaking, dry in shade blah blah but the dress has shrunk considerably - it was a maxi dress that almost touched the floor and now it's sitting well above my ankles 🙄 it just looks weird now and not elegant like when I tried it on. Will I be able to return it? (I've got the tags & receipt still)
