12 month old doesn’t want milk before nap time?

I am in the processes of weaning her off of breastmilk. So I’m the morning I give her whole milk in a cup with breakfast. She usually drinks almost the whole thing. Then before lunch I would mix whole milk and breast milk and give it to her but lately she pushes it away and cries. Sometimes she’ll go for my boob and suck for a few seconds; then stop. I wonder if this means she’s full from lunch? Then before bed I give her whole milk and breast milk again. And usually she’ll drink the whole bottle or at least half, but again the past few days she pushes it away and cries.

Any suggestions?
