Eczema..? Help!

My girl has had this in her cheeks for months and it is getting increasingly worse. Her dr says it’s eczema and gave a steroid cream but it literally does nothing. I’ve cut out all major allergens with no luck, switched to hypoallergenic/fragrance free/all natural washes and detergents, and still nothing. I’m really at a loss! No creams or medications seem to help. Do any of you have experience with this or have any advice?? She also has lots of Millia on the undersides of her arms.
