Need advice

My daughter is 22 months old so she will be 2 in November, I am having problems with her bedtime. So she has now learnt how to climb out of her cot and even the travel cot, so I have tried to get her to sleep in a cot bed but she just keeps getting out and just refuses to sleep. So she can’t sleep in a cot but she is refusing to sleep in a cot bed. What can I do because I really don’t know what to do or where she can sleep that will be safe for her
