Formula baby

My baby was on ready made formula but recently switched to powder due to WIC services. When she was on ready made formula she was eating 4oz every 4-5 hours. Now she is on powder she is only eating 2oz every 2 hours instead of a full 4oz like normal. Is any other baby going through this? How do I get her to eat her bottle like she was instead of crying every 2 hours for another 2oz? I even warm the water beforehand because at first the room temperature water through her off and she wouldn’t take.
