Tummy time struggle- help

My girl will be 3 months on the 29th - she holds her head well when being held to sit or held on your shoulder and chest but doing actual tummy time she barely lifts her head! I use the nursing pillow or an actual tummy time pillow and she just doesn’t seem to get it. She gets frustrated and starts screaming crying.

Any suggestions?

UPDATE: as of 2 days ago she grasped it! Just needed to let her work at her own pace and not worry about milestone crap!
