Really ultra confused

I’m telling this as the short version

Basically, met this guy on a cruise who I thought would be a one time hookup. Ended up finding that we only lived 45 min away from each other when we got back to real life, so we decided to start dating. It was going great and had been the best relationship, some things were rough he’s a junior I’m a freshman but it didn’t ruin anything. Something happened and out of nowhere he thought he wasn’t good enough for me and said we should break up. I went into a complete breakdown and for weeks couldn’t do anything but cry, I know he didn’t move on because he’s to shy. After two months he asked if we could hangout this being next week, we started talking again but he has constantly left me on read so I called him out finally and his only response was saving it, what does that mean? I’m so confused, he tried also avoiding saying what was new in his life, what do I do? Move on? I’ve had 7 guys ask to hookup and I’ve turned each one down
