One year old refusing water and it’s t hurting her so much

So my daughter is 14 months old. I’ve never given her juice or anything besides breast milk or water. For the past few weeks she’s only been drinking 4-6 ounces of water. She should be having 11-19. The outcome of this is horrible constipation. Her poops are so hard and big. She screams and bleeds and I have to scoop it out. We’ve literally resorted to giving her lax-a-day every other day. We mix it in her yogurt if she won’t drink water. She gets lots of fruit and fibre foods but it doesn’t help. The fruit seems to make it worse. She still breast feed around 6 times a day, mainly at night. But I can’t watch her in pain anymore. It’s too much. I’m pretty sure she has hemorrhoids from these horrible poops. She shouldn’t have them this young. All the doctor says is to give her the laxative but that can damage her over time and make her dependent on it. How can I get her to drink more?? In really struggling with this. We offer it almost every ten minutes but nothing. Please give me some advice!!
