Human on a leash in public??

What is your honest opinion about seeing a couple walking around in public and one of them has a collar on with leash and the other is leading them around?

Picture for a small example. Nothing crazy, just a leash and collar. Fully clothed and not tied up or gagged.

I am asking because I’m new to the BDSM world and I’ve met a guy that is very into it. He wants to walk me around the mall and buy me things and spoil me, but he wants me on a leash with a collar while he does it. I just don’t want to make people feel uncomfortable.
