Helping neighbor teen get BC?

My sweet neighbor is 17 years old and sexually active.. 
her mom is a drunk who doesn’t talk to her about anything.. I hear her constantly yelling at the girls.. 
ANYWAYS, I want to get her on birth control and get her tested.. will planned parenthood do it for free? I don’t have the money to pay for it and she doesn’t have a job..

I think there’s more you should worry about than just her birth control if her mom is an alcoholic and is constantly screaming at them. I would be more worried about calling CPS. 
But as for your question, it wouldn’t hurt to. Or maybe have her call if she’s wanting it and have her explain her situation

Where I’m at my health department saw me and gave me birth control at 15 without parental consent. That being said I think there’s a fine line between being concerned about her and overstepping. Obviously the situation may be different bc her mom doesn’t sound involved, but if I found out my neighbor was taking my 17 year old daughter to get birth control I would flip out.
