Baby keeps waking up from itching

My 3 month old keeps getting up unless we hold her. She is itching her scalp and forehead and eyes. The doc says it’s most likely a combo of cradle cap and eczema and to try hydrocortisone once a day. We have been doing that in addition to aquaphor, Aveeno baby cream, and coconut oil. Nothing seems to be working. What should we do because at this point her not sleeping is making us lose sleep as well. Help.
