Navy cadets flash "white power"

I was watching this story unfold while at my moms and she was in shock and my first thought was that's the circle game. For anyone unaware it's a dumb kid game (usually boys play it), where they make the ok gesture and try and get someone to look at it, if they do look at it then the person who made the gesture gets to punch the other person in the arm. Its stupid. I personally feel like even if that's what they were doing its unacceptable for them to be screwing around like that while in uniform.
