UTI in 1 year old

Anyone dealt with a UTI with your one year old? I’m not certain if that’s even what it is, but she started getting fussy this evening and a couple times within a span of 20minutes she cried and even reached her hand down to her diaper for a few seconds each time🤔 she has no fever or anything which I’ve heard is usually the sign of it in one year olds. How do he even test that? Please tell me she wouldn’t have to have a catheter placed😩 she’s never reached her hand to her diaper and whines before which is why I’m worried it could be that. I honestly have no idea tho.
