Tips for teaching new words

My kid is incredibly smart, almost too smart at times and she seems to understand almost anything we say to her but she's still only saying about 3-4 words. I know it's supposed to pickup around 18 months, she turned 17months on the 2nd. We narrate most everything to her, read every day and just purchased some picture books for simple words. Any tips/tricks to get them talking? She's been hooked to her paci since we weaned bottles so I know that needs to be cut down to bed time but what else can I do? She's not quiet by any means she's been full of gibberish since she was a infant she's also good at communication via pointing, motioning, and whining of course with a few signs thrown in.
