Being held all the time

Is anyone else’s LO needing to be held ALL the time? My daughter is gonna be 11 weeks tomorrow and she needs to be held all the time. If I set her down for 5 minutes she’s screams her head off. There are times I set her down to eat for like 10-15 minutes and all she does is scream no matter how many times I touch her and reassure her it’s okay and I’m here. Her pediatrician told me that I should let her cry it out and she’ll self soothe herself. I don’t agree with that at all because if I set her down for 10-15 minutes to eat and she doesn’t calm down then obviously she’s too young to let her cry it out. Any tips to get my daughter to adjust to not needing to be held all the time?? She wasn’t always like this. It seems like when she went through there first leap that’s when it started
