Umbilical cord

So I haven’t gotten around to reading all the info the dr gave me. He told me in the office to keep his umbilical cord dry so I just assumed I wouldn’t do anything to it. Then I’m reading the pamphlet today because there was some dried blood around him belly button and it said I’m supposed to be cleaning it with alcohol! I didn’t know because he said to keep it dry. Should I be concerned about the bleeding? I’m about to swan it with alcohol
