Making thing happen

I live in sort of a small town, it’s developing at a fast rate and housing developments are popping up left and right. The whole town is pretty much families with younger kids.

Anyways, there are some things there like Walmart, Starbucks, and a few other restaurants, but I would like to see more things especially for the young teens and younger kids.

How would I go about doing this? Should I sit in on city council things and let my voice be heard or should I contact companies I want to see, say target and let them know about the growing community and say they should build there?
