Is this unfair?

My husband and I absolutely do not want anymore kids. I'm tired of what birth control does to my body and I'm tired of constantly worrying that I'm going to end up pregnant. (Dont give me birth control suggestions because trust me when I say I've tried it all). When my husband and I use condoms we end up never having sex. Like at all. Neither of us likes it and he wont even initiate it because it doesnt feel good for either of us (we've tried different brands and types). So my question is...is it fair to tell him that I'm done with birth control and his only choice is to get a vasectomy if he wants to have sex without a condom? Essentially implying that we wont have sex at all. I dont have the option to get my tubes tied where I live due to my age because women cant decide for their bodies but aparently men can at my same age.🙄
