BUMPS on My 8 Month old daughter

My 8 month old baby has these bumps all over her face, her legs and on her butt. On her bottom is more severe (not pictured) it looks exactly like a diaper rash. And on her thighs are the least severe (pictured) any ideas on what it can even be? I need help 😭 it’s hard to see her doctors during these times... I also don’t breast feed. She drinks soy milk & eats baby food.
