Not enough attention?

My husband and I are "newlyweds". We have been married right at 4 months. My husband was really living on me floor like the first month and a half and now it's like I have to beg for it. He doesn't want to have sex, it's like a chore to him it seems like, and he rarely kisses on me or hugs me anymore. He is always working or doing online classes, which is fine because im very proud of him. But when we do have free time together hes constantly on his phone or watching TV. When I tell him I feel like we need to spend more time together or that I earner more attention he says "well I don't know what you want me to do/ want from me" I have told him my idea of love and attention, he says he still try to get better, and nothing really ever changes. Everyone that I've talked to says it's weird that hes this way and we address newlyweds, we should be very loving they say. Im really upset and dont know what to do.
