Sign of labor?

I am 38+4 and have been having random shooting pains in my inner thighs for the past hour or so. I had an appointment yesterday and was 3cm/60% effaced (which I know could be that way for weeks) and the doctor could feel baby’s head. Not sure if the thigh pain is an early labor sign or just due to baby being low?

I didn’t have this type of pain with my first born, but I also had to be induced after my water broke and contractions never started. So I’m not quite sure what “natural” early labor feels like!
