Measure his feet, stride rite has a size guide online for this exact reason. My boy turned 1 last week and his length is size 6 and width is size 9. He has fat feet 🤷🏻‍♀️. Ended up having to buy sandals with adjustable Velcro around the toe box and hardly can fit his chubby feet in it on the largest size. At least it’s summer, I dunno what we will do for the fall 🙄

I’d measure the feet! 
My son always pretty much wore the size that was supposed to be for his age but my daughter has small feet so she needs to either try them in or we gotta measure them. Put his feet on a paper, draw the outlines of his feet on it and then measure it

No one can really answer this. Kids can have all different feet sizes just like adults can. I’d get his foot measured.
