Delivery during covid-19

So my sister is pregnant and her due date is August 2nd. She has really high anxiety about a lot normally but now its heighten. The virus is not helping her any too. She can't go to appointments with her bf and now the doctors are telling her that they're going to test her when she goes into labor and if shes tested positive her and her baby will be separated and the baby would have to stay at the hospital for 2 weeks. My questions are 1. Does she have to where a mask? 2. Is there away legally to turn down the testing without having her baby taken away for 2 weeks?
