It seems somewhat stereotypical, and a bad one at that. Yes, the most current pandemic started in China, but that doesn’t mean that they are the source of every world pandemic or tragedy. Saying “of course it’s China” implies they are always to blame. 
It also opens up the floor for racism and personal attacks to people from China, or of Asian descent. Especially the racist idiots who automatically thinks every Asian person is Chinese.

The bubonic plague still occurs in various places around the world each year, including the US. It isnt a China-specific problem and it didnt originate in China.
Plus if this teacher is American then her statement is pretty fucking ironic considering the US hasn't proven themselves to be able to handle a pandemic any better than China. 
Definitely toes the line of racism and could potentially make any Chinese students or their parents in her class uncomfortable, and no one should have to feel that way at school

Completely racist. “Of course it’s China again”. This person is going to be a huge influence in the minds of so many young children.... is this really the kind of person we want doing that? Also it’s concerning that 57% of people said this isn’t racist..
This is a derogatory statement and incites negative thoughts towards a group of people, how is that NOT racist?! If I had kids, I wouldn’t want them in this persons class.

It’s a shitty comment, but I dunno if it’s racist. Had she said, “of course it’s the Chinese again,” then maybe it’d be a little more cut and dry. Would you think it was racist if she said, “of course it’s Canada again,”... or “of course it’s France again”?? I dunno... she probably is a racist but it doesn’t seem clear enough to report it imo
