To ask over the phone why the manager is passing you up for the job? I've applied 8 different places and they all have turned me down. If this place does too I kinda wanna ask

You could ask, but in a more professional way. Something like, “what could I have done to be a better candidate in your eyes? I would like to build my skills for next time”

It’s totally appropriate to ask for feedback. 
Unfortunately people can be sometimes afford to be really picky so it’s sometimes something really small, but you can phrase it like “Thankyou for inviting me to interview- if you do have any feedback for me I would really appreciate it, to help me become a stronger candidate in the future”

It’s totally okay to do so. Like another commenter said, just do it professionally. “Do you have any suggestions on what I could do better?”

Yes but phrase it in a way that is more like “thank you for the opportunity to interview for your company. Please keep me in mind for future opportunities. In addition, I appreciate your feedback on how to pursue opportunities in X field. I am eager to learn and grow as a professional.”
I have gotten messages like this from candidates and even called one 6 months later. She did nothing wrong, I just needed someone with more experience for that specific position
