If I talk with someone who I have feelings for, we made promises to each other and  we have history, however we’re always on and off.. 
but then someone hits me up in my dms and we hit it off, I sleep with them but no feelings are attached. I’m still talking with them but I want to make it casual
Does that count as cheating on the first person?

I felt like I cheated on my last relationship but I was already planning on leaving him , and the relationship was rocky and he would hit me and gave me multiple scratches and blood cloths while I had to go to work . So I started messing around with my coworker but we weren’t fucking I would just see him and it felt right . My ex would flirt and talk to girls so I dumped him . My coworker ended up leaving the job and that’s when we started smashing . I felt guilty and I even told my ex and he still wants to be with me “SHOCKINGLY”

Technically no. If you aren’t dating and both of you aren’t on mutual grounds of the relationship than I would so no it isn’t considered cheating. Could it hurt the other person? Yes. But you might need to have a conversation about this to better understand what the other person is wanting.
