Does your kid listen when told No?

My 18m old is COMPLETELY UN-phased by “no” even in my most stern voice. I even try very polite “no please don’t do that” and he literally stares right at me and does things anyway.
Is this normal? I’m honestly a little concerned that he is so unphased by it

Mine seems to have learned what “no” means but definitely doesn’t always stop what he’s doing when I say it.  I read something a few weeks ago that made a ton of sense and has really reshaped how I feel when he doesn’t listen: it said that at this age kids are experimenting with everything, and that includes the meaning of the word no.  So if you tell them “no” when they’re touching a knob on the stove, for example, they need to see exactly what that “no” includes—you said it in the evening but is it still a no in the morning? Are the other knobs a no? Is the space around the knobs a no? Is it a no when I’m wearing pajamas? Etc.  So it’s not always that they don’t understand or are choosing to disobey, most of the time at this age they’re just trying to figure out what exactly that particular no includes.  The article suggested that the more patiently and consistently you say no to certain things (accompanied with physically removing their hand or redirecting their body) the quicker they will catch on to the expectations.  I had never thought about it that way and it made a lot so sense!

But honestly they are so little. I’m a preschool teacher and they don’t perfectly listen or understand no fully until 4ish
When my son is playing with the fireplace and i tell him no 90% of the time he listens.. when he throws food and i tell him no he listens 1% of the time 😂. It depends

Sometimes. Depends on how badly he wants whatever it is. He definitely struggling with listening though. I can practically see the little battle in his head. He also claps for himself when does listen, which is super cute.

I saw something yesterday that insteed of saying no dont do that they understand more of what it is you want them to do. Ex. Climbing on the table instead of saying "don't do that" or "no stop it", say "can you keep your feet on the floor." 
It took me a while each time to think of what it was I wanted her to do instead of doing whatever she was doing but it seemed to work 🤷‍♀️🤦‍♀️

😔 I’ve tried saying “no” “please stop” “that makes mama sad when you ___” etc but nothing really works unless my husband says no....
He loves pullling the vents out of the floors, throwing food, pulling his night light out of the wall plug, playing with the dog water bowl, and playing with the Velcro to the stair gate.
I try to only say “no” when it’s dangerous or gross like hands in the potty or trash. He’s been starting to hit/bite only me and it’s sooooo funny to him but usually right before nap or bedtime.

Yes my 3 boys understand when no means no if they want treats and rewards they are to do as there told
