Toddler shoe size?

I’m a little confused with the size chart for toddler shoes. I know baby’s go￼
0-3 m
3-6 m
6-9 m
9-12 m
But toddler shoes go 4,5,6 etc
My daughter is growing out of the 12 month shoes but size 4 is too big for her. 
How do I buy her shoes?

I’ve bought size 2 and 3 at Walmart and on Amazon! My daughter has super tiny feet 🙂

We buy our size 3 at Walmart.  They are in the actual shoe section and not in the "baby" section. They are not the "best" shoes. They are not as flexible or rounded as others but most of the ones online only go down to size 4. But be sure to check the size chart for each brand. There is some variation in the length in inches form brand to brand.

We are having the same problem I have been trying to sea h for shoes by inches. My daughter is 13 months but her feet are really small and most small shoes have soft bottoms and she is walking so I need hard bottoms. I ordered her vans they have size 2 and 3 I’m waiting for them to come in to see if they fit.
