After 5 years I took mine out because it seemed like it never fully healed, I had issues like this all the time. I could go months with it fine then boom this would happen. I had titanium in, I wish I would’ve bought gold, it may have helped. I’d suggest spending the money and buying a pure gold ring and then to clean it often.

Get some rock salt (the actual rock salt not iodised grinded stuff) and mix it with warm water, cool it down enough to put it on your skin. I used to use a small medicine cup and suction it to my belly haha. 
But hold that over the belly button for a few minutes, it’s a great healing tool! 
I had this several times over the past 10 odd years, it goes away within a few days. Just make sure you’re taking out the jewellery at least once a week to clean it and you’ll be fine.

Maybe I would suggest changing the jewelry. Trying like sterling silver or stainless or hell maybe even real gold. Your body might not be tolerating the type of metal it is.

My belly button took years to fully heal, it would be good for months and then look like that randomly. I cleaned it regularly with rubbing alcohol, changed the piercing to surgical steel and I used to use Tylenol and crush it up with a little water to make a paste and put it on at night and wash it off in the morning.

I worked at an Association of Professional Piercers licensed studio for three years. It doesn’t look infected, but don’t touch it, don’t put any oils on it. Tea tree oil will irritate it and make it more red, even if you dilute it. Wash gently with anti microbial soap in the shower and do a warm saline soak on the piercing. Go to safepiercing.org for instructions on how to make a body safe saline solution. You’ll mix it up in a small cup or shot glass, lean over it, place it on your navel/belly button with pressure so no water leaks out. You can either stand up with it held tightly against your belly or stay leaning over it. I recommend doing that every night for at least three weeks, and go to safepiercing.org to find a licensed piercer near you who’ll be able to give you more advice or safely change your jewelry out to implant grade titanium. 
Main thing is, DONT TOUCH your piercing or remove the jewelry to clean it. The oils/dirt on your fingers and the friction from removing the jewelry irritates the piercing and will make it worse.
