18 month old feet

Im worried about my little ones feet if anyone knows what this could be. I have been waiting for a referral for months and still not heard anything and keep feeling like I’m being fobbed off by people.

He is 18 months and only just started pulling himself up to standing but still can’t stand alone or walk unless it’s with a walker where he will only take a few steps.

He almost moves and stands on the sides of his feet and can’t put them flat and seems unstable on them.

He had always been slow developing physically but I just need answers if anyone knows what it could be.
