WIC Qualifications

Does anyone know if the guidelines for qualifying for wic are 100%? My fiancé and I have been struggling terribly and I just noticed that it goes off of gross income. I think we make too much based on before taxes, but I am pregnant and we also have a 1 year old. I was really looking forward to the extra help considering how we have been living paycheck to paycheck lately. I'll be leaving my job in November due to us not being able to afford childcare for two children so I'm unsure if that would make a difference in their decision?
