Lip tie?

I understand that I'd need a professional to give me a definitive answer, but looking for some insight from those who have experienced this. Does this look like a potential lip tie?

LO struggled with getting a deep latch after birth. None of the LCs in the hospital evaluated him for any ties. We were given a nipple shield and have been using those for the last 7 weeks. But I've been working on our latch this whole time and I realized that no matter how wide he opens his mouth, his top lip stays curled in. Even on the nipple shield. And when I can get him latched on the bare breast his jaw does this chomping motion.
