How to stop my 2 year old from tormenting the dogs!!!

I am seriously soooo sick of this being an issue. It’s old and just gets me more and more frustrated as days go by and STILL happening. My 2 1/2 year old “plays” rough with the dogs. He shoves his toys in their faces, jumps over them, waves his hands frantically in their faces, and just is really mean to them. Just yesterday he locked one of the dogs in the room and started throwing his baby sisters bows at him. It’s been going on for a while. Can I get any *helpful* advice please. My husband and I are struggling. We tell him over and over again to be gentle, to use the dogs toys, how to interact with them, how they don’t like what he does, etc. I sympathize with him though because he doesn’t get enough interaction with anyone else. His sister is too little and he has no friends and hasn’t been going out due to COVID. I
