Father doesn’t want to see his daughter

My daughter is 1.5 years old and her dad is supposed to have her every Wednesday and second weekend. He has since gotten a new girlfriend only 2 months ago. He has now decided he doesn’t want her next weekend as his girlfriend is getting her marina removed and needs to be put to sleep to do it.

She lives with her parents and was supposed to have it happen two weeks ago and he was still happy to watch his daughter at the same time

Am I right to be angry/ frustrated that he doesn’t want to have now ?
