Is he trying to play mind games

I can't telk if my boyfriend is serious or just wants to play with my head. I was feeling upset because it seems I never get to hang out with friends and I'm home with him every night. I love him but I would like to be around friends sometimes. He asked why I was pissy and I told him and ge said "I'm not stopping you. If you want to go out go out". I told him "Are you being serious or playing some game because you want me to stay ". He just said to go out. It's not that big of a deal. Lady's when a man says this does he really want me to go out, or is this some type of passive aggressive game?
