Do you think it's discrimination to place restrictions on those who choose not to or can't get the Covid 19 vaccine?

For example the Ontario government is planning on restricting access to certain public services/places for those who choose not to get vaccinated or those who can't get vaccinated for covid 19. For example they have said a covid vaccine will be mandatory for use of public schools, movie theaters, sports events, etc. I've heard this will be happening in other places as well. As far as I know, aside from in public schools this hasn't happened in the past. Prior to this nobody was forbidden from going to the movie theater for not being vaccinated for measles, the flu, etc. So my question is, do you think it is discrimination for a government to dictate what places/services people can go or use if they choose not to get the vaccine? The Ontario government has said they will be issuing cards for those who are vaccinated to prove it for entry to some places.
